@ Galejro If you want it to only affect vampires, then in the Creation Kit you can set conditions on the Effect in the spells (or in the effects themselves, I personally do it in the spells.), with a condition like : "HasKeyword 'Vampire' == 1" and/or "GetGlobalVariable 'PlayerIsVampire' == 1" that way, although the abilities will be given to the player, the effect's which you have applied will only be applied when the player becomes a vampire.
I'am working on a Clan Tremere mod which did included a blood shield spell that was just a normal weapon resist spell, though Play-testing proved that the spell makes an awesome amount of NOTHING. I could do that, but that would be a private mod for you to test.

I like that you can adjust it as you the player see fit. I like your mod, it's for people that believe that vampires shouldn't be in the sun, like me.
