Breath holding time is never the same, not even for the same person. Fatness, fitness, lifestyle, state of mind, they all are important factors. Plus when you fell you 'run out of breath' is not because of lack of O2 (as opposite, you still have a lot), but because CO2 (Sorry, chemical symbols make more sense to me than vulgar names) in your lungs is more than 5%. If you keep holding, after about 1 minute (but for some people the time is longer) all discomfort disappear. The pain is for safety reasons, because when you really run out of O2, you don't notice anything. You just blackout (that's why hyperventilation is dangerous). Breath capacity SHOULD improve with stamina! Is perfectly normal.
Studies show that you can physically hold your breath longer under water because of physiological mechanisms (lower heart rate, and a few others). However they also show without training, the mental aspect limits your ability to do so because of fear/unfamiliar environment etc.
I would assume that I would only use a mod like this in playing an assassin, who consequently would likely train for improved oxygen capacity, and CV endurance=efficiency [which is really what needing to breathe is all about] notice its not lung capacity- the world record for oxygen saturation before hand by hyperventilating straight O is over 20 minutes. The record without is over 10 minutes I believe. The Navy seals standard is around 4 minutes minimum I believe.
I personally would make it around 4 minutes for my assassin play-through(balance aside) because I shoot for more realism than balance.Which coincidentally makes for a much more brutal and unforgiving experience if I don't attempt to limit it.

Anyone who has any ideas are welcome to create their own mods! I won't yell at anyone for 'stealing ideas' or any such silliness, this is a very simple concept
This is a decent mod but I do agree that 35 seconds is a tad bit too long only because. The timescale in the game for 1 day being approx 15 to 30 minutes or more depending on what timescale system your using. I would prefer a mod that maybe adds no more than 10 seconds to the default time and decreases damage taken. If I knew what resource/object/script to adjust in the ck or some .ini tweak, I'd just do it myself but meh....

In CK just open menu Gameplay - Settings

I believe this mod changes only these values if I'm not wrong
