   Same issue, the undertaker is in Riften bee and barb and he don't follow.

   The wierd thing is that I looked in Riften and in the inn from Dragon's Bridge, and he wasn't in either place...

   Well, are you sure that he is at INN in Dragon Bridge?
   I could not find him there even if I deactivate and activate mod again...

    He is indeed a follower, found in the Inn in Dragon's Bridge.
