My First Mod! (well, at least worth putting up here anyway)
Just fiddled around with NPC Editor.
Full Necromancer Spells and Perk list included.
Found In the inn in Dragon's Bridge.
Shouldn't conflict with anything except another Marcucio Mod.
No requirements! should work as-is with Vanilla Skyrim.
If anyone could change the hooded/non-hooded thalmor robes into this:

(screenshots contain the Thalmor Cloak, a part of the mod "Cloaks of Skyrim"
