Ok, got it loaded up and had a look. It's clear that it's a work in progress, but what a great start! The layout is pretty much spot on for the most part. My favorite part at the moment? You included the music for the island. AWESOME.
One word of advice, you might want to push the island itself out a bit more as it is currently blocking the bay into Dawnstar. That's just my opinion though, obviously.
Lastly just a word of caution, it seems like you've duplicated a couple of NPCs from the Vanilla game (Donnel, Alexia Vici, Vigilance the dog, all from Markarth). That may nor may not cause conflicts for folks, not sure.
Anyway.. again, great start and I'm for sure tracking this.
Windwaker is one of my favorite games of all time and i think this is great. Can't wait to try it out. I also would love to see some of the other WW islands as well if you ever have the chance. : )

Also the "hidden" dungeon, the music.... just great!!
One minor thing: the teacher is kinda small xD
There should be a Kakariko Village from OoT with Sahasrahla as the Jarl as well
