Yes, I got it working. Have a look at my hardcore/survival overhaul, to see how it's done. Basically you just need to make sure your detrimental spells are recovering...

I thought I'd let you know that your mod creates two unwanted bugs. Read carefully to understand how I fixed it.
1. Your running detrimental is affecting combat and sneak too - fix it by applying a 'IsSneaking == 0' and 'IsInCombat == 0' condition to your spell. You don't want to permanently run out of stamina in combat, believe me, you don'T...
2. Your winded detrimental creates a serious bug that after a while renders the player getting less and less 'SpeedMult' if you are often close to <15 stamina. This basically means that sooner or later, the player will have 0 SpeedMult. Fix it by adding a 'recover' flag to the magic effect, and then set the magnitute of spell to something suitable like 10, 15, 20 or even 25.
With this mod, I had to consider the numerous timescale mods out there since stamina drains in real time. Since two hours of game time could take anywhere from 4 to 24 minutes real time, I decided the current rate to be about the best. I had thought about offering different versions for peoples' different time scales, however, so if you use a specific time and think you should run for x amount of minutes, then I should be able to post another version pretty easily. And as far as your personal health, it sounds like you would have more stamina than a new PC and as much as a high-level PC, which was my goal.
I have some input on this. As a fairly healthy person, I can run around 2 hours at a fairly steady clip. It seems it would be great if there was a running mod that slowly reduced fatigue during the day in relation to a more longer time span. I could see the sprint factor coming into play also and reducing this time dramatically. I just wonder if the time of fatigue loss should be increased?
Bambam88, I did try to add a Burden-type spell recently to force walking, but that didn't work. Neither did anything related to the slow effects of cold spells. I could try to have a high weight item added, but personally I don't like having so many scripts running that continously check the PC. Besides that, I am still unfamiliar with the scripting of Papyrus. It's nothing like the former games...
Another thought about how to get to walking speed when stamina is 0- could you have an item with a high (>1000) weight added to the player's inventory, and then remove it when the stamina recovers >0? This way you take advantage of the current game system without having to try to re-create it
