Okay, i fixed it. my theory is that a mod called "Permanent werewolf Night eye" was bugging because of my Essential Player character mod, since i "died" in werewolf form, what must of happened is the night eye ability didn't know when to shut off, which would explain why everything was so bright i figured it had to do with my settings, when really there was just a night eye constantly on, i had to take a guess at even that since the spell didn't show up in my active effects, but low and behold i uninstall the mod, load a save before i died as a werewolf, and bam! no brightness lol.
already done that, problems still not fixed but im sure it has nothing to do with the enb, already done that fix and sadly no change, don't know what i did, but whiterun is allot more white than ever lol (because of the brightness )

Uh, did you solve the problem?
go to skyrimprefs.ini, find "bfloatpointrendertarget", change the value to 1.

This ENB doesn't consist of a lot of features like most right? It only has Saturation and DOF?
If it does have more, you probably should mentioned that because someone with a mind like mine, won't understand.
