Seems I'm a little late to this party, but this mod sounds awesome. If you're still reading this exray, does the falkreath location have the quest attached? I see there are versions for riften and whiterun that do and dont, but there's only 1 falkreath, and it doesn't specifically say "no quest."
This is very cool. Only comment would be the location of Zamfir. Seems too out in the open (i.e. bandits, etc). I think a little tower near the college would be nice.
@badsicilian: IsharaMeradin is correct in that if you talk to him outside of the 8 am to 8 pm time frame, he will not give you the quest or sell you stuff.

@Jamamooga: haven't played Dawnguard yet. No promises but if I play it and get inspired then Zamfir will bring his secrets to bolts as well
@Gumoflic: Great! Sorry about the npc crap. It's so strange that sometimes it works perfectly and sometimes the quest gets stuck. Despite rescripting the mod over and over I couldn't figure out what went wrong. You could always use the non quest version too.
@phtaylor22: yes it might feel like that for the strong arrows but they should still be a bit hard to make bc of the components needed

For the bug - I know what you're talking about and there really isn't a way to change it (that I could find) unfortunately. I also thought it would be appropriate that that happens though since it really isn't your own magic but rather what's imbued into the arrow that is making the rune. So it actually should be able to be set off by anyone. Sorry
I have a little bugreport to do. I don't know if you noticed, but the rune type arrows leave behind a rune that is activated by everyone. And I mean everyone. Even my character. (I even died once because an ice rune I forgot, while I was looting the corpses/containers after the battle) Right now, that is the only reason why I don't use them. Could you please fix this issue ? Thx.

He does that if you talk to him outside of shop hours and/or no valid quest dialog is available (if using the quest version).
