Max all skills to 100 to get to level 252. This will give you perk points for all 251 perks.

This will give you perk points for all 251 perks.
Please note that you will only be able to reach level 252 from starting a new game.
If you use it for your current game,
The lower your current level & skills, the higher the level you can reach
