Dragon Soul Relinquishment ( http://www.nexusmods.com/skyrim/mods/27531 ) has a configurable amount of souls to perks, though it requires you to finish a few more quests in the main storyline to unlock.
Let it be noted that the mod recommended by Hoamaii below me, will only convert dragon souls to perks ALREADY inside the game. Is there a mod that converts dragon souls to actual perk points? WTF? There has to be a value for perk points because that's how Bethesda constituted it's system, so why are there no mods using this value?
Hi guys, I noticed a lot of you complaining this mod no longer works. I've been using something similar from Steam's Workshop, it's called "Spend Dragon Souls for Perks" by DarkSeraphim85, I've been using it for months and in my game it still works fine with patch 1.8. (I do not have Dawnguard not Hearthfire - so I can't say if it works with the DLCs). If, like me, you don't like much using Steam, just subscribe, download the mod and immediately unsubscribe. You'll see 2 new files, one .bsa and one .esp, both named "dragonsoulstoperks". Don't forget to check the esp in NMM. Cheers.

His addon does NOT require Script Dragon. But it is set at 2 soul = 1 perk, and cannot be changed.
