For people who don't like fast travel (or disable it) but draw the line at running up those steps every time Basically it is a 'reason' for fast travel. Like the carriages. And no I do not mean a reason like as in 'its quicker'. And no I do not expect it to make sense to anyone who does not find fast travel immersion breaking.
Where exactly are those stones in the cities? I could not find them.
Edit: Nevermind, found one at the Whiterun stables.
I've used it before finishing the quest, I did not want to walk all the way to High Hrothgar. It works but you have to leave High Hrothgar first to get the waypoint and then speak to Arngeir.
