no not that's a joke, but itd be funny if it did.
Here's what you can do by using no mods or scripts.
Use the console command: setessential [base ID of the NPC] 1
in other words if the NPCs' base ID is 23211358 you'd click ~ then click the NPC and type setessential 23211358 1
if you ever need them to be killed for some quest or what not you can set them to non essential at anytime by using the same console command except you replace the 1 with a 0.
also you might find this useful- http://en.uesp.net/wiki/Skyrim:People -since it would be tough to acually look for the NPCs and considering that sometimes they might be out out somewhere doing something out of sight, or perhaps already dead and clipping some rocks near some waterfall in some corner you never look at.
Once you have thier base id, you can go ingame and use the console command player.moveto XXXXXX and it'll teleport you to thier location where you can use the console commands to make them essential.
in the case that they are already dead dont worry you can use the console command player.placeat me [base id of npc] 1
that 1 however on this console command doesn't have to do with either activation or deactivation of anything its simply a quantity. since player.placeatme is the console command you use to place a copy of things ingame. this wont bring them back because it's not thier ref id but it will place a copy. if you can find thier body though just click on them and type resurrect. then use the other command to set them essential.
this is tedious but totally worthwhile, i might try it.
one thing to be weary of though.
dont go anywhere outside of skyrim. not even dungeons or caves when using the teleport to them. some locations like the soul caern can possibly cause problems if you teleport to them using console commands and dont get thier following the games script. so just read the location description of where each npc is and if its a cave or inside a house use fast travel to get to it somewhere nearby in skyrim and use manual means to enter it. thats the safest way to do it. if you cant get to them through regular means, they are probably safe.

it makes all named nonessential npcs become essential. and it was hand done so it doesn't touch the quest related npcs.
I removed the mod, deleted it, but they still keep spawning and moving from city to city.
