This is not a major overhaul and doesn't change the shouts (with exception of slow time) in terms of cooldown or power. All this mod does is tone the visuals down, so you can use the shouts more frequently without being blinded by the monitor in front of you.
In my playthroughs, when I made this mod, I had "Dragon Script" for morrowind .exe/.dll-hack installed alongside SKSE. This is still my preferred way to play the game. The script allows the Player Character to use spells and shouts with the resources from player-stamina or/and player-healt or/and player-magicka.

as long as stamin->shout cooldown is on, I have respite from the restoration tree, and I have magicka to cast heal.
