Theoretically, shouldn't you be able to fix the incompatibilites between this mod and WIC/Cloaks by using a tool like Lootification with a Bashed/merged patch to modify and merge the leveled lists?
I'm by no means an expert on modding, but that seems like it would fix most of the issues.
I actually got it to work!!! After 3 hours of battle between 4 mods that seem to bugg out totally and trying to follow readme's! Mainly took that long since im doing it manually.. I just like it that way.. (And because i needed to scroll up and down between 100's of other mods.. -.-) Nonetheless try this if you have any issues with them bugging out.. Works per Jan 2014 for me.. latest updates on all 4 mods..
So, quick question? Does the balanced cost and the balanced carry weight enchantment also make it weigh more, value more and enchantment more, or does it simply make it all lower stats, or is it a mixture of both instead?
No. Doesn't work for Oldrim anymore even if you have Cloaks. I don't have SE, but if SE has CCOR, then use that. In the Oldrim version of CCOR, there's an option to put Bandolier into the leveled list without using a separate mod. I would expect SE version to have that.
A quick FYI for everyone who would like to have Bandoliers on NPCs, but without using this outdated mod: Install Complete Crafting Overhaul Remade, and then go to this link and follow the instructions. CCOR includes Bandoliers + Dawnguard + optional NPC distribution, with some nice added features. This will also save you some plugin slots because, besides Bandoliers, CCOR also includes CoS and WICC amongst others. So compatibility-wise, you're golden this way!
For people who are using this mods: Will Cloaks and WIC Cloaks stop showing up on certain NPCs (for instance guards) when you use this mod + Cloaks/WIC? If so, I might be able to make a small patch to make them show up again.

I'll take an indepth look at it. But so far, I've only found conflicting outfit records with Cloaks and WIC.
But it will only work if you use all of the following: Dawnguard, Cloaks of Skyrim, Winter is Coming Cloaks, Immersive Armors, Bandoliers, Bandoliers Dawnguard and this mod.
I hope this patch will work. I'm pretty new to modding, but I did my best to create a patch.

I call tell you that from limited testing of your patch, it seems to work. I've seen npcs with both kinds of cloaks, and some city guards equiped with both cloaks of skyrim and the pouches from bandoliers at the same time. Haven't seen much variety yet, but it seems it works at least partially. Nice job!

If you don't have cloak mods, then it's all good. If you do, that's where the mod is outdated.
