Also, I found a way to keep the "Broken Shackle" working, by creating a copy of it but without the VM, since to just delete VMs from objects already loaded in game seems to have no effect at all...
This mod has is useful. But there are some problems, like the door can't be closed and once you've use the broken shackle the next time you get in prison you can't use it, the option dissappears.
DLC2 RavenRock jail has a similar issue due to a hidden activator set to switch the exit grate by a static one, so I am not sure if this mod causes your problem or if it was already present...
If users still experience this issue with USKP, they should first check their load order for things that overwrite USKP's fix and then apply appropriate compatibility patches.

the Unofficial Skyrim Patch, despite what the project's uploader( Arthmoor) claims, doesn't fix the shackle issue at all, but rather a floor mesh in another part of the jail...so naturally it wouldn't fix this particular issue at all
the shackle is unfortunately invisible. but it's not too difficult to locate, though I've no idea why the shadowmark wouldn't show up. should be just to left and down of the sconce if I recall correctly. I've only ever needed to use it once, heh..
This is relevant to my interests as well, but seems to be beyond the scope of a bugfix. dxcufgb,If you're not inclined to do this yourself, would you mind if I build on your work (with appropriate credit, of course)? (full disclosure: I've haven't done a Skyrim mod yet)
It would be nice to mention in the description that this fix was added in USKP, as this mod would mostly be interesting for those who do not want the whole USKP.
Installed this - and it worked. Got a message from BOSS saying this is fixed in the unofficial skyrim patch - but the secret door was not working for me - so if anyone else have this issue this mod might still be useful.

Gazing into the TES5Edit, I see mostly the same records altered in both, but in different ways.
