Difficult to say if it natively works with special edition, as the mod takes a while to kick in by itself. (Or at least I couldn't get it to work...) So anyway, just in case I've ported it to SE, those that are interested can find it here.
That version DOES work, but I've still got no idea how to reliably refresh all existing npcs/creatures, besides rain dance solutions, such as waiting 30 days and using "recycleactor".
I've heard Kenneth knows the frequency. Have you asked him?
But in all seriousness, the readme says it's configurable via console only, with perhaps plans to make it more accessible in the future. It would be nice to have it MCM-compatible, IMO.
