There is two versions, a replacer for ebony swords and a non-replacer where you can craft the swords at the forge (For the non replacer version the swords are craftable under the steel section).

Install:

Drag the files to your Skyrim folder or use NMM. (for optional or update files with NMM, clic no and install normaly when the program asking you for the installation)
