A talking sword? What's next, replacing the horses with cheese? .... actually, not a bad idea. Let there be raining horses!
Now we need a plotline for the player to become Sheogorath again and binding these changes into a legit story. Something like Skyrim becoming a part of Sheogorath's realm in Oblivion, burning dogs falling from the sky and maybe a Giant Bull Netch and a fork.
Ok, on a more serious note (implying I haven't been serious before), really a sword? A goat seems more fitting, since it would fit the theme of talking animals. And remember the Jarl's voice. A goat with that voice... damn, that would be equally scary and hilarious.
faelnirv thanks for all those but i'll change winterhold to a deer Morthal to a elk and dawnstar to a um....chillwind sword so it's a bit like the jarl is king arthurs excaliber

Whiterun - Chicken
Markarth - Cow
Solitude - Mudcrab
Windhelm - Horker
Riften - Skeever
Winterhold - Snow Bear
Falkreath - Dog
Morthal - Hagraven
Dawnstar - Ice Troll
Edit: Hmm, Hagraven, Ice Troll, Snow Bear.... pretty strong creatures, has anyone a suggestion for more "useless" critters?
