Yes, they work together. My mod does not change perks. Illusion Perks Overhaul adds extra ranks to existing perks. They both make illusion spells more powerful. If you use both together, your illusion spells should work on enemies, roughly guessing, up to level 150 - 200, assuming you use a leveled enemies mod along with the uncapper. Of course, if your illusion skill is above 100, then that number will be even higher.
they're not attacking me, they're attacking my thralls and my cylon toaster and every last one of them even the toaster is relationship rank 3 to 4 to me. Idk how to make them stop reacting to friendly fire but there's a list of console commands http://mod.gib.me/skyrim/functions.html it must be there so I just have to look harder

A couple of them are green http://skyrim.nexusmods.com/mods/20805 applying Rage to those levelled enemies would definitely require you to wear The One Ring, I'm not sure about the necromage perk multiplier, cuz it applies only to MGEFs, and it never shows what levl of the creatures you are able to affect (between 54 and 81 there are none I suppose)... but without the central branch of illusion perks I'm still unable to even Pacify my stoopid lvl 81 followers when they open friendly fire, maybe I'm affecting at lvl 70 or smthg or even 61
Well that's good to hear. Now I know that players who have the skyrim uncapper mod as well as the leveled enemies mod that makes enemies levels around the same as the player will be able to use this mod to use their illusion magic against level 200+ enemies.

tg08096 I guess you were wrong about the crappines of the vanilla illusion spells, their level is actually doubled when dualcast. Then vampires have a permanent 1,25 buff to that resulting level and a vampire that gets necromage restoration school perk has yet another 1,25 multiple (?unconfirmed), so with animage perk alone my pixie pacifies hordes of city guards, master pyromancers and draugr deathlords, waiting for the Dawnguard impatiently to get some real fun.
