It's because speech is next to useless in Skyrim compared to the other Elder Scrolls games.

They already had Heavy Armor skills, in both Skyrim and Oblivion.

I think it is because in skyrim the majority of the population are Nords.

Also, what is up with the other buffs? you are angry at the false advertisement of imperials being traders and diplomats so you give them heavy armor and combat skills?
