the mod called "The Lost Art of the Blacksmith" or something very similar (search for lost art and it should pop up) lets you do this already in addition to adding upgrade recipes, and crafting recipes for all missing items including silver sword, the shield of ysgrammor clav. vile helm ......... so on so forth ..... you may want to look into that. Thats the mod I use. Upgrades Clav Vile mask with Ebony Ingots.
I saw a mod that let you upgrade/create a bunch of stuff but didn't see the Masque of CV mentioned anywhere. You got a link for the one you're talking about?
While I do admire your work, there is better crafting overhaul mod out that, that pretty much makes all of the deadra artifacts upgradeable, along with tons of other items.

I updated the description so people get pointed to the FAR superior mod (I use it now :-P).
