People don't yet know how easy it is to buy a house/become Thane of Eastmarch without doing the Civil War?
Do "Blood on the Ice" then use the console or some other mod that allows you to make any NPC a friend and make a Ulfric a Confidant i.e. a level 2 friend.
Open console type: Prid 000131B1 and hit Enter type: player.setrelationshiprank 000131B1 2 and hit enter Close console and done
Can anyone tell me how to trigger the Thane dialogue?
I've already bought the house, did the Bandit quest, white phial, solved murder, sold wood, sold ore, gave frost salts, killed a dragon ... the only dialogue choice from Ulfric is join stormcloaks. Do I just keep killing giants?

THANK you! This may be an old MOD, but worked like a charm for me on Legendary Edition. No side taken for the war (no interest in doing that line).
Overly detailed steps below in the hopes it will be helpful, but honestly it was common flow like buying any other house, accept for having to complete Blood on the Ice first (Once you do the quest, you'll understand why).
Completed Blood on the ice (*SPOILER!!! read a quest walk-through! Depending on how you completed it, it may not be so complete >.>)
Saved and logged in the inn. Downloaded and installed this MOD. Went to Jorleif, the option was there to buy a house (bottom of dialogue, scroll for it). Bought the house, got quest to "Visit My New Home". Visited My New Home, returned to Jorleif. Jorleif had the option to purchase decorations, bought them all. Visited Hjerim to check, all upgrades were there. Went to Riften, told my Spouse I wanted us to move to Hjerim. Did a couple delivery quests, and returned to Windhelm. Spouse and kids were there.
Awesome! 'Nuff said.
EDIT: As TheCruxis mentioned below, house options may only be available when Jorleif is "working" as steward, standing beside the throne!
Just want to say a "BIG THANK YOU" for this mod. Works "Straight out of the Box" with NMM. The most difficult house to purchase in Skyrim with a String of Quests before you can buy it uuuggghhh !!! I hate both the Stormcloaks and the Imperials so don't want to take sides just yet. So once again thnxs for solving my problem. Footnote everybody,you MUST finish Blood On The Ice for this mod to work :-)
