If voice acting isn't working for certain voice types, Guard Helmet Voice FX.esp might be the culprit.
Dawnguard Guard VA Fix is now up on Bethesda.net too. This mod fixes the Dawnguard guard dialogue for MaleNordCommander to make it consistent with the base game voice acting.

The vanilla game only recognizes a default steel sword, not a modded one for example. That mod tweaked it so the guards recognized by material equipped.
Do you think you can add in new comments for the material of your armor and sword? This way all modded gear in general would be included for remarks.
I was always bummed that modded gear= guards lost their remarks ,aye thats fine steel armor, and is that armor dragonbone, by ysmir ebony armor etc. Modded iron sword=silence, Modded ebony sword=no aye sliver of midnight that sword is.
I think a few material tiers in vanilla lacked unique comments like Daedric Armor and Weapons anyways.
So if its in your power to add in new remarks for materials, that would be great. Sadly guards have silence on comments with modded gear but the material keyword thing, seemed to make guard respond like vanilla for any modded gear.
Dwemer armor can be like by the gods I thought you were an automaton Fur can be like aye many elk in the hills for making warm armor etc. Daedric can be like that evil armor seems to be glowing friend. etc. Ebony swords can be like by the gods that weapon is forged strong.

Just realized I have this one installed and as you can see its connected to guard voice so I tried to disabled it and new voice lines for male guards end up working.
I'll just have to deal with it rn cuz Im already far in my playthrough I'd be more happy if a patch is possible to or edit something make them work together
Installed and it took all of five minutes to hear some lines I've never heard a guard say. I know that's not a thorough test case, but was very pleased to notice the difference the mod made almost instantly. Thank you.
would be cool if the guards reacted to some necromancy, somthing like if he sees a frshly killed bandit "Ysmir's beard, what did that poor sod do to serve you in his afterlife?" if it's the corpse of a citizen of whiterun he'll attempt an arrest saying "by Stendarr's mercy and the order of the Jarl, you are charged with defiling a corpse of Skyrim's child along with their murder. speak your peace to me before i send you to the courtroom of Shor.
I'll see what I can do about getting guards to react to your summons in the next update. It might be interesting to also hear them comment about each type of atronach and so on.
For your awareness this one already adds such lines, though it is based on splicing instead of synthesis, so it is probably a bit more limited in what it can accomplish. Anyway, always glad too see more dialogue extensions, these mods really help keep the game feeling fresh.

i just had an idea, you know Grelod the kind? what if a guard walked in saying somthing like "by the nine Hemming i told you what i'd do if you touched these kids agai- oh, it's just a hero slaying a hagraven. i wondered when sombody with balls big enough to crush a dragon would come here and banish this daedra back to oblivion. good job. this vile woman's been torturing kids for so long some of them grew up to be guards who still feared her. you have my thanks, and a get out of jail free card *1000 gold added*
i bet you'd get a lot of requests from modders to provide some guard dialouge, there's a new follower mod in toun by Scarundy, maybe advertise yourself to her, i bet she'd pay you something for some sweet guard lines.

At late game something that pulls my charakter out of the wheelchair and back on the streets.
