yes, those are old normalmaps, they don't need one.
the new meshes use the khajiitmouth1_msn.dds, so that NPCS will be compatible and still get the perks of the new cleaned textures. Unfortunaely NPCS would need to have their facegen regenerated if anyone wants them to use Tangent space normalmaps too.
Problem is there's too many incompatibilities with NPC replacers, highpolyheads and whatnot, and custom NPCs mods, so imo it's best to leave the option to users if they wish to do so. The new texture, in both normalmap formats still fixes most of the blackness anyway. And the directional ligting inside the mouth, as said in description is only barely noticiable, and more of an OCD thign.
the main fixing is done by the retexure\fixews on the normalmap hat hgets rid of the black spots, that were litterally black spots on the normalmap.
