I was worried that if I did that, people would want the cats back in. But now that I think about it, if I released it as a seperate ESP, I could work. Really, all the issues in the mod stem from the cats...
would it be possible to make the cats to be the only ones to chase after rats ? having the entire city chase and kill rats and having dragon fight music make me feel like i'm playing a broken install of dishonored.

all you need to do is make the cats non hostile. That way they aren't making that growl noise, aren't chasing rats, and also nobody is scared of a fight going on nearby.
For a better looking cat look or the "pets of skyrim" made by qasiermo. he or she has made a very beautiful looking cat. maybe work with him to add better realistic behavior to the his or her mod(i do like the cats chase mice lol) maybe make it so they an become friends or companions by giving them food or what not like gaining trust. it would wonderful if they where everywhere too just like real life.Hope this helps!
i like this mod exept for the mini sabre cats they just chase all the rats and kill them so there is just dead rats in all the holds and people running around everywhere scared of the mini sabre cats get rid of the cats and more rats
