I believe cathedral assets optimizer can do this. I tried it once with some of 4thunknown's mods, but the result looked crude compared to actual 2k textures.
As for mihail, honestly I hate what he's doing to his mods. Does he not know you can't use 4k textures in LE? His mods are unusable as-is! Being able to downgrade them ourselves would be nice. Honestly though I kinda suspect that Xtudo may not want to tell us, given that it would sorta put him out of business here.
If we want to do it ourselves, cathedral assets optimizer may be our only option. It may look bad, but at least it'll make his mods usable.
