This is definitely what people don't want you to know about backporting SE mods - you have to throw in a few bugs or else your graphics card shall combust spontaneously within 24 hours of installing the mod.
Is this a stagger? No matter how you look at it, this is a fall. The enemy in the video falls by ''Fus-Lo''. When I installed the mod and checked it, enemy fell over even if I fired only 'Fus'. This mod rather removes the real stagger and knockbacks that were originally in vanilla, leaving only the fall motion on any attack. Is this a mod designed to make combat easier?
If you use the replacer version you could always go into the data/meshes/actors/character/animations directory and delete any *staggerbacklarge.hxk files leaving only the ones which end in *largest.hxk. That way you would be left with normal vanilla stagger for the first two words and knockback once you fire the full shout. For the DAR versions just repeat the above, but make sure to remove the appropriate files in both the vanilla and the DAR directories.
Yeah, the get-up is too fast for this to be after a ragdoll.
Edit: I've tested it, and yes, it is just a quick stagger, that happens to look like a fall-down, and they recover very quickly. I get this with "Fus Ro". If you actually knock a character down with ragdoll ("Fus Ro Dah"), they still ragdoll and still take a long time to get back up again.
I can also vouch for the tip above about removing the *staggerbacklarge.hxk files and just keeping the *staggerbacklargest.hxk ones, if you want to see this new animation less often.
So get this! I got drunk in Skyrim using the realistic needs mod, and I found that when I stumble, I also get that falling down effect as well It's actually very awesome stuff, lol
