the character Nazeem is a narcissistic dirtbag with an ego as big as the province all the other redguards are pretty cool and i usually play as an argonian because why not

should respawn either every three days or when the whiterun worldspace resets and as long as you have noonelikesnazeem which i highly recommend along side this you will be paid for killing him and he is set to hostile like a bandit so there is no bounty for killing him (would add bounty collectors to fight him if i knew how)
actually one of the most hated Npc's along side with Rolf, due to how Obnoxious Nazeem is to the player. while Rolf let's just 99% of the skyrim community want the PoS dead.
