I'm not seeing any new conversation options with Maven or Ingun.  Is there an event which triggers this?

Which mod allows you to marry Blackbriars? Help find this mod.

Free marriage at Skyrim Nexus - Mods and Community (nexusmods.com)

I use this one. But I also have a replacer mod that I made for pretty much all the NPCs. When I made the replacer, I made several NPCs potential followers and anybody with a vanilla marriable voicetype I set as potential spouse. But this mod I use would pick up anybody I left out, including mod added NPCs or random spawns. So, it would work for any of the Blackbriar siblings.

Also, if you use RDO, you can use MCM configurations to altar for each individual NPC. It allows you to make an NPC a follower, marriable, and even cheat their relationship rank with you. Once again however, this is limited to those NPCs who use a vanilla voicetype that is supported for marriage dialogue. All 3 of the Blackbriar siblings use vanilla marriage applicable voicetypes. Ingun uses FemaleYoungEager voicetype which is same as Ysolda and many others, Sibbi uses MaleSlyCynical and there is 1 single vanilla marriable NPC who uses this voicetype...Sorex Vinius from the Winking Skeever, and then Hemming uses MaleEvenTonedAccented and that voicetype also has marriage dialogue. So with any of these tools you could easily marry one of the Blackbriar siblings.
