   Take A Look At This. https://www.nexusmods.com/skyrim/mods/21399. Nords are Rude and Shout a Lot. Might Be A Nice Add On. It Adds Fus Ro Dah Shout To A Lot Of NPCs Of All Races. Well For My Game It Does.

   Good idea ;) I always took guard's dialogue can Thu'um be taught like any skill and Maybe I'm Dragonbron without knowing that they will try to learn that skill and some will be successful. Maybe you could make that they have only Unrelenting Force and Disarm which is what would be most useful for warriors
