As cool as your mod is (I hope she changes the black clothing styles :D) I don't think Elisif is the type of person who would eternally mourn her widow, lol. She wants festivities and fun despite being at war hahaha!

Such is the way of permissions. I made the mod on request so if you're interested in having this particular dress on Elisif we can ask Apachii if it's possible to re-upload her dress. Her mod in general is really awesome however
hello! This probably means the mesh from Apachii's Divine Elegance Store is not showing up, for some reason. You can double check by killing her and stealing her clothes, they will probably be invisible on your female character too. You may want to try having Apachii's mod as loose files. Mine does nothing to meshes, it simply places the dress in Elisif's inventory.
