Hi. Try traveling to another cities, like Riften, and you should see him delivering on daytime. Sometimes there are some mods that disable him (like Immersive Encounters) but it's pretty rare.
Sorry for bothering, but this mod edit NPC ? I ask because I use Protect your People - PyP - Better NPC Protection fith OBIS ( for obvious reason ). If this mod edit NPC that will stop working Protect your People - PyP - Better NPC Protection mod if Im not wrong ?
Will they deliver messages to NPCs added by a mod? For example, i downloaded Mihail's Handicapped Citizens (which some of the npcs are always on the sitting/wounded animation as they are handicapped), how would their animation be if for example they will be selected by couriers and finally meet them?
Actually they do deliver to NPCs added by another mods. But I don't know how the reading animation will affect handicapped ones. I don't have that mod installed. The animation only uses the torso, so I believe it should work fine.
Can I ask you some questions? How did you convert from the SE version to the LE version? Did you use any tools? Is there a difference in scripts between SE and LE? Is esp different between es and le?
About your question, converting an SE-AE mod to LE is not very simple, let see:
The ESP/ESL always needs to be converted, you can do this opening it with the LE Creation Kit and saving it again, then you will have to check it to see if all is Ok, I use TES5Edit for this.
The scripts needs to be re-compiled for LE, for this you need the Source scrip files. You do it with LE Creation Kit. If the mod doesn't include them you will have to ask the mod's author for them.
The textures sometimes need to be converted too, if they are BC7, to BC5 or BC3, I use Cathedral Assets Optimizer for this, an then Photoshop to test/fix them all.
The meshes always need to be converted, I use Cathedral Assets Optimizer or SSE NIF Optimizer for this.
The animation files also need conversion. I use Animation Backport Tutorial for this.

Make a mod so that the player pay a fee to call for the courier through either the general store or a courier store location that may or may not be in each major city. The courier should take about a day to find you. When he does he'll greet you and say, "how can I help you". Then the dialogue box will pop up with these lists of options. -"I'd like to send a letter to a follower" Any dismissed follower will be called to your location. -"Id like to order supplies" You can order ingots or ingredients from local blacksmiths and alchemists. Courtesy of (order my items) mod. -"id like to send my children some gifts" Upon returning home the child will greet you as if you had just given them a gift. -"Id like to send wife/husband/man/woman/women/men a love letter" I'm sure sexlab dialogues can help with this. The player will receive their "reward" or just a grateful embrace when they return home or to that npc's location.
