Creatures and People up to level 212 will attack anyone nearby for 120 seconds
you can find the spell tome in the cellar of Anise's Cabin, Just west of Riverwood.
Mod has been play tested and is working.
Spell is not Area of effect it is a point and aim at target spell, and can travel a good distance.
sorry for the dark images i use Bleak ENB and it makes interiors very dark and exteriors somber looking.

Question: Why would you use this?
Answer: Because frenzy cant effect anyone over level 14 making it nearly useless even in early game. so lets kick it up a notch and make it useful all the way into late game.
