CBE is short for Character Behaviors Enhanced (https://www.nexusmods.com/skyrim/mods/90552).
Now it's going to be a bit more technical. All animation behavior is saved in behavior files. FNIS adds new animations to the game by replacing these behavior files with ones that contain the exta animations. As the WeaponSpeedMult scaling is part of the animation behavior I have to edit the behavior files with ones that contain the missing properties. These files would however be overwritten by the ones FNIS creates. So as soon as you run FNIS all that I have done will be undone.
