Honestly, at the moment, I am working on making the puddles appear and disappear (made a post) weather dependent. But will get around to doing more areas.
I totally agree with you VIZePulse. Did a quick Google search and found this sadly abandoned mod: https://www.nexusmods.com/skyrim/mods/33886/?tab=posts&BH=0 Unfortunately it only covered Whiterun when it was abandoned. Maybe someday someone will take that idea up again?
