The only thing that worked in your mod was that I managed to forge an outfit and a boot, as for the npc being with different clothes, however long I waited in the localities, it didn't work.

I started a new game, and when I got to Riverwood I waited a while and the NPC continued with the same clothes, I went to Riften and there I also waited a long time and I didn't see anything change, all NPC still with their old clothes.

This seems really a similar idea to the one I had, but I wanted to include clothing items coming from mods… which backfired hard, since we can't redistribuite them, and turned the whole thing into a download pain. Are you manually inserting the new items into outfits, or are you using some kind of script?

I'm not manually adding the items to the outfits, but I added RNG lists to the outfits which I do have to place things in manually. I haven't made a script for this I just threw everything together as a proof of concept, but I may try to work on one later.

If you feel like making this bigger in the future, including original armors made by other authors and expanding the altered outfits feel free to contact me if you'd like! I have a pretty big list of clothing related mods already divided into appropriate outfit and lore friendliness.. I haven't progressed because my partner kinda disappeared, and he was the one making the scripting part to allow the system to work with what is on your computer without having to depend on the clothing mods. We also wanted to add a function that makes NPC regularly change their clothes, and one that detects the area and separates warmer and cooler climates.. There's just no mods at all that significantly alter NPC outfits aside from standard leveled lists, so if there's someone else that like me would love to have that in the game I think we could join forces! :D

That sounds like an interesting undertaking, maybe we can pursue that after I am content with what I want this mod to be.

    Them clothes look lovely!

Just to make it clearer. This mod doesn't add any variety to any certain NPC's wardrobe in particular. Each NPC will still be wearing a certaing outfit picked at the game start. But it adds a bit of variety between NPCs. Please, correct me if I am wrong.

Question to the author: do you have a knowledge of how to arrange NPC's outfit changing depending on condition?

This doesn't change any particular NPC's outfit, it changes the majority on NPC's outfits. What I mean by that is the same NPC should not wear the same outfit that they would without the mod. So far I know that the outfit is randomly generated at the start, but I don't know if they will change outfits as time goes on. I haven't tested this enough to find out. So yeah I think you are correct.
