This are orc hordes roaming near towns in Whiterun hold, they respawn and level with the player.
I think they might be a little bit too much to handle if you have combat mods and difficulty mods, if you get outmatched run towards a group of Whiterun guards lol.
This is another enemy mod from my collection of lore friendly enemies together with "Savage Locals of Skyrim".
