Shang Tsung steals souls, not spells. The one who actually had some sort of skill like that was Quan Chi. But close enough i suppose. Talking about Quan Chi, it could be cool if you make a spell that steals the weapon your enemy is using. (That's another of Quan Chi's tricks)
You can big time make an (all for one) mod from this
Stealing NPC magic permanent(Optional) And giving people the magic that you have tooken away to NPC who don't know how to use magic(Only vanilla spells of course)
Also i'm having a tiny weird bug, when i steal a spell from a NPC, and wait like idk a few minutes the effects dont show in my hand? Is there a fix for that?

Do you know how to replicate the issue you're having? Are you saying this happens when you go AFK for a few minutes or are you saying that there's a long delay between when you steal the spell and when the effects show up? Also, are we talking just visual effects? Do the spells still work?
Note that some spells don't have assigned visual effects, so that's normal if the visual effects don't show up at all.
Never mind if found the fix, but its odd but i got use to it Basically when you steal a spell, the visual effects won't show in the hand sometimes but the fix is FIX: Basically just die or reload the game and it won't be a problem anymore
Also i was wondering, is it possible for you to make it to where you can steal dragon shouts as well and assign them to shout category, i was trying to accomplish this myself with CK but i am completely new to all of that stuff i was confused lol. If you can please let me know, i legit love this mod lol

Making a targeted spell to steal shouts wouldn't be all that different to implement. Only problem is I don't know off the top of my head if this would work to steal a dragon's version of a shout

I'm also curious about that when it comes to Your Soul Is Mine. At first I thought that potentially the links were wrong and were meant to link to the LE Nexus but as it turns out, that's not entirely correct. Although I would prefer if he'd link to Enai's LE page rather than the SE page as it is right now. Noobs might accidentally download an SE mod from Enai and try to use it with LE because they were linked from this LE mod page.
I plan to port Your Soul Is Mine to LE for its next release!
EDIT: In response to the soul hunger suggestion, I had a similar idea to that during development because that adds a great roleplaying element to it. However, the main issue was that a soul hunger mechanic risks turning Your Soul Is Mine into a survival mod, which is something I'm wary of since my experience with survival mods has been that even the most well-designed ones tend to take over the game. I pretty much never use them for that reason. So I've scrapped the idea for now. I might come back to it if I can come up with an unintrusive and totally optional way to do it.
It should be doable in theory, but I didn't try to implement anything for shouts or voice cast spells to keep things nice and simple. Adding the necessary words or somehow circumventing them altogether would be the challenging part, I think. I think at worst, I'd have to add a function or two to the plugin. I have no plans to add that feature, but anyone who does want to do that is free to use my source code for reference!
