Because both inside and outside of city have no EncounterZone, that means they are in the same EncounterZone(kind of NoZone zone?). I hope this answers your question :)
Kind of. So you're saying, if there is EncounterZone, that means they're not in the same "cell". Like walking into a portal and coming out on the other end of the map, but the portal closed after you so the NPC can't chase you through the portal. But because inside and outside city are the same zone, so there is no portal but just an instance/door, so NPCs can walk right through it and continue to chase me...?
And your mod basically sets a script where if there was another NPC chasing me before, he'll open a portal to where I am and enter it to get to me, and continue chasing me. Is that it?
I have another question. Every now and then I have some stupid bandit npcs spawn very far away from me, but they are always hostile and for some reason, I cannot find them even after walking in that same direction (towards them) for a very long time. Like, from Whiterun city gate, all the way to the Giants camp, Bleakwind Basin., and still no sign of the enemies. And even if I walk through any kind of door, the hostility remains.
Will this mod "teleport" those enemies to me? (You likely don't know the answer to this question but I wonder if it has to do with this EncounterZone thing. If said NPCs spawned outside my cell but are hostile. I believe this is a vanilla bug because I had this even before I started modding. I do have USLEEP, and before I used USLEEP I was using UKSP for a long time, and this bug was before all of that.)
For the first question, it's not that complicated, you can think an EncounterZone is basically an area boundary/barrier for npcs, what my mod does is just turn off the boundary. For the second question, if enemies know where you are, they'll likely to teleport to you when you pass a loading door, otherwise, no. From your description, I don't think enemies know where you are, so they won't teleport to you.
Thank you. I'll test this mod now, hopefully it is what I'm looking for. (It's very unimmersive when I fight a losing battle with bandits in a cave, when I exit the cave the bandits forget about me. But also equally unimmersive when I hide from them, but they are searching for me so I go through a door, and they magically teleport right next to me - this is vanilla behavior.) Edit: Yup it works. Thank you for this great mod!
Will this affect to a cell in which there is an activator door(a block) placed between Entrance1 and Entrance2(The cell is considered as a tunnel). Just want to sure if the enemies would ignore the block to across the Entrance1 and the Entrance2 to follow the player?
I think enemies will ignore blocks due to the engine limitation, but when I test it in The Sanctum of Bleak Falls Barrow, it doesn't seem so. Maybe because the block is too far a way from the entrance.
I think the description is quite clear, "Disable combat boundary" doesn't compatible with "MorrowLoot Ultimate" and won't affect new locations added by other mods.

I'm just wondering why some NPCs chase and some don't.
I hope this answers your question :)
