Loved the way you handled Veezara and his generous 'gift' to her. Seems her feeding issue is solved. I do wonder what Garm is going to make of her vocation though; he seems a noble sort and I don't know if assassination will sit well with him. All will reveal I guess!
For the matter of Garm. Well, he is not happy about it; I'm quite certain. But in my mind Kynthia will try to Keep him as far away from the acutal kill as possible. So he will know what she is doing; and won't be Content with it. But he won't be involved if at all possible; so I guess he can "overlook" yet another "flaw" in his Friend and Companion.. but time will tell
I will give my own take on how I would see Garm on this, as his creator :-)
The assassinations are of far less concern to him *** IF *** it is simply killing. Sending the souls to the void is a very murky area and one very much unexplained in TES lore - do DB kills actually destroy the soul as well as the body? If so then Garm would fight and kill every last DB with every iota of his being as killing souls is completely and utterly anthem to his entire existence. He SAVES souls by bringing them to the underworld. Killing souls is pretty much the complete and opposite of what he is meant to be.
However I really don't know what happens to souls that go to the void and/or are killed by the DB in Sithis name. I prefer to think the souls actually go to the Dreamsleeve. The whole void thing is really a mystery. I don't think anything can be utterly destroyed (in either our world or TES) it just gets changed. All of creation came out of the Void and it will return ... and be born again. It is the cycle. So in my mind a soul sent to the void is more or less doing the same thing as sending it to the Dreamsleeve - it is being recycled. Perhaps by going to the void the soul has to wait for the next big cycle but I would not like to think it was utterly destroyed.
Anyhow if the soul is preserved then Garm has no issues with the loss of mortal life as that is merely temporary and fleeting anyhow.
The vampire issue ... that is a bigger problem as Garm is anti-undead. But I already addressed that issue in previous posts.
In the end each player plays Garm as they see fit :-)
I can agree to the matter with the Souls and that it would be far more of a Problem if it was clear that the Soul was destroyed. (or like with black Soul gems "locked" away forever.)
But I would assume that the Soul is only "stored" until it can be recycled as you said
Well, the Vampire thingy will most likely bring a bit of .. tension between Garm and Kynthia

Well, on the Matter of taking a Life.. Kynthia is .. shall we say a bit biased in that Matter
Killing (or harming) for her own "Need" aka feeding on unwilling subjects she does not want to do because it would be her responsibility to do so .. if she gets the blood offered any and all results are on the "responsibility" of the one offering the Blood.
On the Matter of killing for the Dark Brotherhood, well .. since she has been trained from an early Age by an Assassin (namly verdyn) she is quite familiar with this Kind of Work. So she sees it like this: If a Person is marked as a kill for the Brotherhood, that Person will die one way or another. So to her the responsibility for the kill is not her own but on the Organization. She does not want to kill the target, but the Brotherhood does. So the Target would die anyway. And she can kill them with the reasoning "not personal, but buisness - not my responsibility, I'm just the tool" ..
As I said, a bit of a biased Matter at Hand, but thats the Way Kynthia Looks at it in my mind
