Both this extension and the older one by BrightOne are packaged incorrectly, hence the old one isn't available through the extension list in Vortex.
with game extension there can't be a top-level directory, index.js and info.json have to be at the very top level. See https://wiki.nexusmods.com/index.php/Packaging_extensions_for_Vortex

I noticed that there's another extension for Noita created by BrightOne. Does that one not work anymore?
