Game doesn't have an option to disable chromatic aberration in Settings. This mod removes effect on any rendering quality. I didn't notice any significant vignette effect or film grain, but disabled it too just in case I'm blind.
Installation
Copy Engine.ini file from archive to your ...user\AppData\Local\SilentHill2\Saved\Config\Windows. It should replace existing file.
Uninstallation
Delete Engine.ini in your ...user\AppData\Local\SilentHill2\Saved\Config\Windows (game will restore default one). Or remove just added settings (below [SystemSettings]).
