Just copy the config file and paste it in (C:\Users\your name\AppData\Local\SilentHill2\Saved\Config\Windows) it will gave you more than 30 fps even on native 1080p Low , I have tested the game with this config on GTX 1660S and i got 60+ fps mostly all the time .
