I haven't played this game this year. Fired it back up and this mod doesn't work any more others are fine though. I even change the settings in the config text file and that didn't work either. Items are not refreshing after any amount of seconds.
I don't think the mod is working for me. My character is lvl 18 and I tried to set LevelBasedLootWeighting = 0 Tried 0.01 as well, but the lowest lvl equipment I see in shops is lvl 11, and I want myself some lvl 1 items. MerchantRefreshInterval seems to work properly though.
This mod is really fantastic. For one thing, it means I can actually semi-reliably find shields and helmets in the store, which is important since there's only a few, they're all low-level, and I look really stupid without a shield, even if statistically speaking it's a drop in a bucket at high levels.
If I might, one major QoL advantage that would be useful - with this mod or standalone - would be that, when mousing over an armor piece, it shows the name of the character who has the lowest armor value of items in that slot? That way you can see at a glance if an item would be an upgrade for any given character? Preferably rendered in red text if the character in question cannot equip the item (level restriction,) and green if they can.
Can this mod be adjusted to "Enhance Equipment" to get a lower-level armor for an upgrade. As I understand need to set the maximum spread "0". Or is it only possible to get a higher level? These two mods solve the problem of texture clipping in one way or another( Now you can choose a normal set and continue pumping it.

ie The maid sells usually 6 or experience items. Set it so that she can sell 30 of them now instead.
Also request: A mod that improves the loot found in Chests. Both quantity and quality!
