Edit : Chinese characters in a Japanese game is still 100% accurate though....because like others have stated much of the Japanese language is derived from the Chinese, and not the other way around. Historically whether the Chinese came first or the Japanese I don't know....but a good guess would be who has the longest history.
in the context it makes perfect sense that it means incompetence. no one is going to think it's talking about vegetable. My friends and I always rag on each other saying "Ni Hao Cai A" (https://imgur.com/a/FZjNUku image of Mandarin) when gaming. We are all native speakers of Mandarin, to us and everyone I met who came from China, Cai, is a perfectly acceptable colloquial adjective.

The "Cai" is actually from a Chinese noun "cai niao", which actually means "rookie" and "newbie", but Chinese players are just like using the shorter version "cai", so there is nothing wrong with this mod.

you've been living under a rock, if you dunno what cai means, in the context of gaming and internet memes in China, of course in every day language it translates to vegetable. but ask any Chinese gamer if they've been called "cai" online it's an insult that means you're a noob. judging by your description , a Chinese country with English as primary and Chinese second I'm guessing it's Singapore, this meme is mainly a mainland China thing, so of course you don't know it.
@Swiftshadow Can't blame you for not knowing why the character could be used this way if Mandarin is not your primary language. That word is a "slang" or "abbreviation" spoken in Mandarin, not something you could find in the dictionary.
