How are you installing it? Is it not in the addon list at all, or does it say there's an error with it? Do you have an "io_import_ccmesh" directory in C:\Users\*User*\AppData\Roaming\Blender Foundation\Blender\*version*\scripts\addons\ (or wherever your Blender user files are stored)?
Thanks for your help, I found out what the problem was. Was install via "install addon" in blender. The addon installed without errors, but did not appear in the list. It turns out that during installation installer did not create a folder and did not transfer all the files to \Roaming\Blender Foundation\Blender\3.6\scripts\addons, it worked after moving all the necessary files manually
