how would I go about downloading this I've only ever used mods that use vortex and the sims

  Well, you need GOTR first. That's listed as a requirement mod. Once that's installed properly, you extract the RAR file and copy the files to the MODDERS_PUT_YOUR_PERSONAL_MODS_HERE folder within GOTR, then build your patch
