Maybe this was the wrong mod for me to try. Somewhere I saw it suggested as a fix to the occasional CTD's I was getting.
It may have done that, can't be sure yet. I do see less stuttering though.
But it did impose a huge downgrade in my graphics, which I was able to improve somewhat using the in-game settings.
So, the purpose, as the mod creator stated, was to improve performance.
My graphics are worse, but so far (1 hour?) I have played past a crash point, with no new crashes.
So it's more important that I play without crashes then amazing graphics.
Also, I've found that setting the game to use ReBAR gives a 3-4% framerate boost on my Nvidia card. Download and run Nvidia Profile Inspector, select the RoboCop: Rogue City profile in the upper left corner, scroll two thirds of the way down to the "Unknown" section and set:
0x000F00BA (35 Profiles)=0x00000001 (Battlefield V, etc.)
0x000F00BB (35 Profiles)=0x00000001 (Battlefield V, etc.)
0x000F00FF (35 Profiles)=0x0000000040000000 (Battlefield V, etc.)
Then, click on "Apply changes" in the upper right corner. If you have an AMD card, you shouldn't need to do anything similar, since my understanding is that only Nvidia's drivers don't automatically enable it in all games.

Also, the game update from Nov 15th has seemingly fixed the mouse smoothness issue, so I'm disabling the mod. It was useful while the game was broken, though, and may still be useful to those who can barely run the game and don't mind worse graphics.
This update added 2 new commands that do the following:
1. They completely disable game reflexes (helps performance too much)
2. Fix noise caused by DLSS in Lumen reflections
