Not all cutscenes are skippable, such as the phone calls. Is that normal?

  It's normal. Skipping the phone calls did not work, and certain cutscenes were not skipped to prevent bugs.

Does this also work for the DLC? It'd be nice to skip the bit with Clancy waking up at the beginning of each run of Nightmare.
