My mods only affect DLC outfits whenever I make direct edits to them. Not everyone is going to own these costumes, so these kinds of mods I release rely on base game outfits to ensure full compatibility without needing to spend money.
There are mods that allow Leon to use the hair tied to both Romantic and Hero outfits. I highly advise you to use them assuming that's what your initial request was for.
